Construction and Road Closures
The Waterfront BIA has worked to aggregate current and upcoming construction notices from various sources, including The City of Toronto, Waterfront Toronto, and Toronto Hydro.
As a representative of the business community through the area, the Waterfront BIA seeks to advocate to ensure that these projects are completed quickly and on time, and with a limited impact on people’s enjoyment of the waterfront.

Overhead Upgrades on Queens Quay
Constructor: Toronto Transit Commission (TTC)
Project Name: 509 Harbourfront Overhead Upgrades
Location: Queens Quay W, from Union Station to Bathurst Street, Toronto, ON
Construction Start Date: September 3, 2024
Construction End Date (anticipated): January 2025
Construction Phases:
Initial Phase from September 3 to November 2024: Overhead work from Union Station to Bathurst Street, prioritized between Union Station and Spadina Avenue.
Subsequent phase from late November 2024 to January 2025: Overhead upgrades continue on Fleet Street, west of Bathurst Street towards Strachan Avenue.
Service Changes: Buses will replace streetcars on the entire 509 Harbourfront route from September 3 to October 5, 2024.
Westbound Buses: Along Queens Quay West, westbound buses will serve existing stop locations via new curbside replacement stops.
Eastbound Buses: Buses will serve existing streetcar right of way stops located at Spadina Avenue, Rees Street, and Harbourfront Centre. All other stops will be served via new curbside replacement stops.
Queens Quay Station Stop: At Queens Quay Station, customers can board replacement buses at street level on Bay Street and Queens Quay West.
Union Station Stop: At Union Station, customers will be dropped off at the south east corner of Bay Street and Front Street and picked up on the south west corner of Bay Street and Front Street.
Work Hours: Work may occur around-the-clock to ensure timely completion. Efforts will be made to minimize noise, but some disruption is expected.
Impacts: Increased traffic along Queens Quay West due to replacement buses. Sidewalks and bike lanes will be maintained.

Portland-Dan Leckie Cycling Connections Installation: Queens Wharf Road to Queens Quay

Location: Dan Leckie Way from Queens Wharf Road to Queens Quay, Toronto, ON
Construction Start Date: Week of August 5, 2024 for localized Road and Sidewalk Work between Queens Wharf Road and Queens Quay
Construction End Date (anticipated): August 31, 2024 for localized Road and Sidewalk Work between Queens Wharf Road and Queens Quay, October 2024 for Bikeway installation.
Construction Impacts:
Installation of bike ramps at the northeast corner of Dan Leckie Way and Lakeshore Boulevard to create a safe crossing from the sidewalk level.
Removal of a traffic island at Dan Leckie Way and Queen’s Quay to accommodate the new lane configuration.
Short periods of motor vehicle lane disruptions, temporary removal of on-street parking.
Work hours will be from 7 a.m. to 7 p.m., Monday to Friday, with potential work after hours and on weekends as required.
Traffic Management: Efforts to minimize traffic disruptions with occasional lane closures. Motorists should expect delays and may want to consider alternate routes.
Parking and Loading: Parking in the active work zone is not permitted. Vehicles affecting installation may be relocated at no charge.

TTC Overhead Upgrades and Track Renewal on Spadina Avenue, Reduction of 510 Spadina Service Between Queens Quay W and Blue Jays Way

Overhead upgrades between King Street and Queens Quay, including the Queens Quay/Spadina Loop.
Overhead upgrades from College Street to Spadina Station.
Track renewal at Spadina Station and enabling works for a future platform extension to increase station capacity.
Service Changes: Starting July 8, 2024 through to the end of the year, the 510 Spadina bus replacement service will be modified on weekday afternoons. From 3 p.m. to 7 p.m., Monday to Friday, buses will not operate on Spadina Avenue between Front Street West and Queen’s Quay West. Instead, buses will turn left on Front Street and right on Blue Jays Way, looping around back to Spadina Avenue to go north to Spadina Station. New stops will be placed on Front Street and Blue Jays Way.

Construction Impacts:
Repair and refurbishment the existing York Street On Ramp to Westbound F.G. Gardiner Expressway. The majority of construction will be completed without any lane closures, using narrowed lanes to allow for construction.
Most work will occur during regular daytime hours, but some tasks will require overnight closures of the ramp.
One full weekend and approximately five overnight closures are anticipated, including a scheduled overnight closure on July 31, 2024, starting at 11:00 pm.

Important note on lead water services: Properties built before the mid-1950s may have lead water services. Property owners are advised to consult a licensed plumber to check for lead and consider replacement.
Marking of underground utilities such as gas, water, and cable to avoid interference during construction.
Construction work will include the removal and replacement of driveways, sidewalks, and boulevards as necessary.
The city will not be responsible for damage to privately owned items on city property.
Pre-Construction: Affected properties will receive a construction notice two weeks before work begins, detailing more about the work and how to prepare.
Accessibility Accommodation: Safe and accessible walkways and entryways will be maintained. Any temporary access disruptions will be communicated as soon as possible.
Access to Your Home: The city-hired contractor may need to access the interior and exterior of your home to complete a pre-construction condition survey. Participation is voluntary but recommended.

Construction Impacts:
Construction on the new dockwall has been completed, and construction on the lakefill begins, including fish relocation by TRCA, dredging activity to remove sediment and contaminated debris, and placement of infill material.
Work hours between 7:00 a.m. and 7:00 p.m., adhering to the City of Toronto noise bylaw hours.
Increased truck traffic with full-time flagmen positioned at the designated entry and exit gate to support pedestrian and cyclist safety.
Land side activity includes construction equipment operation, soil management, increased truck traffic, and measures for dust control and air quality management.
Water side activity includes barges and tugboats within the slip, fish removal, dredging, lakefilling, rockberm construction, and environmental protection measures.

Port Lands Flood Protection and Lake Shore Boulevard East Projects: Construction Notices

Construction Impacts:
Excavation near the west plug with a minor risk of an unplanned flood in the river valley. No risk to the public, but an evacuation alarm may be heard in the vicinity.
Lane restrictions and changes to the cycling detour route on Villiers Street due to infrastructure work by Enbridge Gas. Villiers Street is reduced to one lane with alternating traffic between Saulter Street and Munition Street. The westbound cycle lane on the north side of Villiers Street has been removed, and the eastbound lane on the south side is now bidirectional.
Construction on Lake Shore Boulevard East: Lane diversions between Cherry Street and Carlaw Avenue from February 28, 2022, to December 2024. Traffic is diverted to the south side of the road onto the new half of the Lake Shore Bridge over the Don River.
Full closure of Don Roadway south of Lake Shore Boulevard until 2024 for flood protection and road reconstruction.
Commissioners Street is closed between Cherry Street and Don Roadway until summer 2023.
Lower Don Trail south of Corktown Common is closed until 2025, with detour routes via Mill Street, Cherry Street, Villiers Street, Saulter Street, Commissioners Street, and Carlaw Avenue.
The intersection of Cherry Street and Lake Shore Boulevard is being reworked for cyclists.
Ramp closures from Lake Shore Boulevard East to Don Valley Parkway (DVP) will occur from May 10 at 10:30 p.m. to May 12 at 5:30 a.m. Detours are available via Queen Street and Eastern Avenue.
The intersection of Morse Street and Lake Shore Boulevard East will be closed from May 10 at 10:00 p.m. to May 12 at 11:00 p.m., with access only via laneways to Carlaw and Logan Avenues.
